Message on the Occasion of Judiciary Week and the Anniversary of the Martyrdom of Ayatollah Beheshti and His Companions

In the Name of God, the Compassionate, the Merciful

I offer my condolences to the entire Iranian nation and the Islamic Ummah on these days of mourning for the Household of God and the martyrdom of Hazrat Tharallah [Imam Hussain] and his loyal companions, may God's blessings and peace be upon him and upon them all.

The movement and uprising of Imam Hussain, undertaken to establish the truth, reform the Ummah, and confront injustice and oppression, is the lofty summit of history in the confrontation between truth and falsehood, and between justice and oppression, and it holds immensely valuable and unforgettable lessons for all the free people of the world. The blood of the Master of the Martyrs (peace be upon him) is called the blood of God, which has flowed through the veins of the world and creates life-giving epics. Since the movement and Islamic Revolution of Iran is a branch drawn from this very luminous source, it must always strive to attain the goals of Imam Hussain's uprising. The seventh of Tir each year commemorates an eminent figure of the Revolution, the one who, having been placed at the head of the Judiciary, embarked upon tireless efforts in this direction until, together with a group of the Revolution's sincere companions, they tasted the nectar of martyrdom; his wronged state and the number of seventy-two martyrs who accompanied him became a confirmation of the Hussaini character of this system and its architects.

The role of the Judiciary in the system of the Islamic Republic of Iran is to safeguard the rights of the people, revive public rights and legitimate freedoms, combat corruption, administer justice, enforce the divine statutes, and oversee the application of the law. The fruit of success on this path, in addition to attaining God's good pleasure, will be the strengthening of the people's trust in this pillar of the system. The rightful expectation of all the branches, organizations, and responsible institutions is that they constantly adjust and reorganize their performance in line with the desired standard of the sacred system of the Islamic Republic and the lofty dignity of the nation. In this regard, the Judiciary holds a rare, indeed unparalleled, position for reforming the course of affairs and setting the other sectors of the system in motion, and this also requires pursuing the process of reform and reconstruction within the Judiciary itself. The general expectation of society today is to witness a practical emphasis on this matter in the performance of the Judiciary, such that judicial transformation moves from the words written in the Transformation Document and in plans and roadmaps into actuality, and its manifestations become visible in all relevant spheres, from the rooms of judicial complexes and court sessions to public settings and the social atmosphere; so that the people observe its positive effects in their daily lives: in resolute action against all kinds of corruption, a reduction in the violation of rights, speedy proceedings, greater integrity and soundness in judges' rulings, and easier access to the hallmarks of justice. In this vision of the Judiciary, the administration of justice must reach a level at which every wronged person regards it as their refuge, and in particular those who possess some form of power do not dare to violate the rights of others; the door to favoritism and intercession must be completely closed, and having acquaintances in any part of it must count as no advantage whatsoever.

Of course, securing the rights of the nation is not limited to individual matters; the various public and social rights of the people, from the right to economic security and fair access to opportunities to the right to an equitable share of natural resources, a healthy environment, legitimate freedoms, and effective governance, are also regarded as important matters in the expansion of justice. Among the most important legal and judicial issues concerning the entire Iranian nation at this juncture is the pursuit and restoration of their rights that have been violated as a result of the crimes of international criminals and global arrogant powers and aggressors, particularly in the years 1404 and 1405.

From the blood of the wronged martyrs of the Second and Third Imposed Wars to the physical, psychological, material, and spiritual harm and damage inflicted on our dear country and on every individual of the wronged Iranian nation, inside and even outside the country; from the killing of children and the unprecedented war crimes in Minab and Lamerd to the attacks on medical and service centers; from the slaughter of newborns only a few days old to our dear elderly; and above all of these, the martyrdom of that irreplaceable figure, that peerless jewel unique in his age, the great mujahid Leader (may God elevate his noble station): each of these constitutes a case among hundreds, indeed thousands, of important legal cases that must be seriously pursued in domestic and international courts. What is certain is that the criminals must be seized and brought to justice for their criminal acts.

The important point in this regard is, first, the confessions, and even the shameless boasting, of some leaders of the American and Zionist enemy about these crimes, which certainly constitute an admission of crime and have duly paved the way for restoring the violated rights of the nation.

Second, attention to and diligence in carrying out the instruction given by the martyred Leader of the Revolution in his last meeting with judicial officials in Tir of last year, regarding the investigation of the crimes committed during the Second Imposed War, requires extending it to the Third Imposed War and pursuing it continuously until a verdict is reached and its enforcement is entrusted to competent authorities. This action will, in turn, prevent the repetition of such crimes.

Of course, for success on the path of comprehensive judicial transformation and greater speed in reaching the stated goals, various preparations and requirements are needed, which have been set out repeatedly, mainly in the annual meetings with judicial officials and in the detailed recommendations and emphases of the great martyred Leader (may God sanctify his pure soul). Serious attention to them and efforts to realize them, which are regarded as the key to the success of the honorable officials of the Judiciary, are emphasized and earnestly requested by me.

The path to attaining justice and combating oppression and corruption is a difficult one, which will be smoothed through sincerity and reliance on God, the observance of piety at the highest level, serious motivation and will, redoubled effort and endeavor, courage and decisiveness, initiative, and the proper use of new technologies and the digitalization of affairs. All of this will become possible, by God's leave and under the auspices of the favors of the awaited embodiment of justice, our Master (may God Almighty hasten his noble reappearance), God willing.
